OpenCity Italia’s mission is to make all the services that a local authority offers to citizens and businesses available in digital form. Our starting point is a catalog that describes them by structuring the information and making it available whenever citizens, businesses, and public officials need it. The catalog is also an extraordinary tool for describing, classifying, governing, and orchestrating the public services - often hundreds - that an authority has to manage.

The catalog also makes it possible to publish a page with the service description and information about what is needed to activate or use it. This information can populate the services section of the municipal website, helping citizens navigate and find the necessary information. Furthermore, the service page is linked to the organizational structure responsible for it, enabling the user not only to activate the service, but also to contact the relevant office or book an appointment.

When activating OpenCity, an authority has access not only to the technology and data structure, but also to predefined content templates to customize. A wealth of digital experiences born from daily collaboration with hundreds of local authorities, citizens, and municipal officials.

Within OpenCity Italia, over 100 ready-to-use digital services are already available, which can be customized and activated based on the authority’s needs, allowing a gradual approach by using only what is needed. The catalog allows classifying not only the services delivered directly using the OpenCity Italia software, but all of the authority’s services.

Like all OpenCity Italia modules, the service catalog is open source: it is available published for reuse on Developers Italia and in a SaaS version on ACN-qualified cloud.

Aspetti normativi

The service catalog is based on the public information architecture guidelines and the related ontologies and controlled vocabularies, which in turn are aligned with EU standards and guidelines on information and data in the public sector.

Aspetti tecnologici

The data structure is the strength of our service platform: it allows indexing and making them easy to find through our search engine; it puts us in a position to offer users a complete and quick-to-consult presentation page, before moving to the next phase of using the service. Finally, it allows us to provide municipal officials and managers with a data control, management, and analysis system for the service.

The catalog is a module of OpenCity Italia that primarily centralizes information, data, and their relationships, and then uses them (within or outside the platform) to power the digital services that local authorities make available to citizens and businesses. The extensive modeling effort carried out over the years allows OpenCity Italia to immediately provide an effective data structure, avoiding the need for each authority to “reinvent the wheel” every time.
